What is the National Merit Scholarship Program?

The National Merit Scholarship Program is an academic competition for recognition and scholarships that began in 1955. High school students enter the National Merit Program by taking the Preliminary SAT/National Merit Scholarship Qualifying Test (PSAT/NMSQT) – usually in their junior year – and by meeting published program entry requirements. Approximately 1.5 million students take the PSAT/NMSQT each year, but only a fraction achieve National Merit recognition.

Understanding Your Selection Index

Your PSAT score report includes a Selection Index, which is the score used to determine eligibility for the National Merit Scholarship Program. It's calculated by doubling the sum of your Reading & Writing score (out of 38) and your Math score (out of 38). The maximum possible Selection Index is 228 (2 * (38 + 38)). This index is used to identify students for Commended Scholar and Semifinalist distinctions.

Levels of Recognition

There are several levels of recognition within the National Merit Scholarship Program:

  • Commended Scholars: These students score highly enough to be recognized nationally, but below the Semifinalist cutoff. While not eligible for National Merit Scholarships, this recognition is a significant academic achievement that can be included on college applications. Approximately two-thirds of the 50,000 high scorers receive this distinction.
  • Semifinalists: Representing the highest-scoring students in each state, Semifinalists are selected based on state-specific Selection Index cutoffs. About 16,000 students nationwide achieve Semifinalist status, representing less than one percent of U.S. high school seniors. To advance to Finalist standing, Semifinalists must meet additional academic requirements and submit an application.
  • Finalists: Of the 16,000 Semifinalists, about 15,000 meet the requirements to become Finalists. This typically involves submitting a detailed application, having a strong academic record, and confirming their PSAT scores with a comparable SAT or ACT score.
  • National Merit Scholars: Roughly half of the Finalists are selected to receive National Merit Scholarships, which can be either a one-time payment or renewable scholarships provided by corporations, colleges, or the National Merit Scholarship Corporation itself.
